1:10 - 2:15 PM PRESENTATION - TOP OFFICIALS 2 (TOPOFF 2) EXERCISE PLANNING
 

NOTE: Because of the sensitive nature of this presentation, slides are not publicly available.

This presentation will focus on the TOPOFF 2 (T2) exercise series, which
is currently in planning and the initial stages of execution. T2 is a congressionally-mandated, national combating Weapons of Mass
Destruction (WMD) biennial terrorism exercise.

 

TOPOFF 2000, the first TOPOFF exercise conducted in May 2000, was a single, no-notice full-scale multi-venue exercise. Unlike TOPOFF 2000, T2, while retaining the multi-venue format of its predecessor, will also have an
international component and will use a cycle of exercise activity of increasing complexity. The goals of T2 are to:
(1) Improve the nation's capacity to manage complex/extreme events.
(2) Create broader operating frameworks of expert crisis and consequence
management systems.
(3) Validate authorities, strategies, plans, policies, procedures, and
protocols.
(4) Build a sustainable, systematic national exercise program to support a
national homeland security strategy.
