1:10 - 2:00 PM PRESENTATION - US Citizen Corps & FEMA's Community
Emergency Response Team
This presentation will focus on FEMA's Community Emergency Response Team as
well as the Citizen Corps
Elizabeth DiGregorio
FEMA liaison to the White House for US Citizen Corps.
Citizen Corps is part of the President's initiative under the umbrella of USA
Freedom Corps. Citizen Corps fosters a culture of service, citizenship and
responsibility by brining together volunteers and the first responders in a
community to find ways to make a community safer, stronger and better prepared
for all emergencies. Ms. DiGregorio is responsible for developing the national
strategy for Citizen Corps and for overall coordination of the program's
implementation.
Ms. DiGregorio was appointed chief of staff by FEMA Director Joe M. Allbaugh
in July 2001. As chief of staff, she was responsible for the day-to-day
operations of the agency and for directing implementation of the priorities
and policies of the agency's director. FEMA programs encompass disaster
response and recovery, hazard mitigation, training, preparedness exercises,
insurance and fire prevention. As chief of staff, Ms. DiGregorio oversaw the
agency's internal operations, advised the director on the agency's
crosscutting policies and procedures, and served as the focal point for
implementing the director's initiatives.
Ms. DiGregorio joined FEMA in 1980 as a disaster assistance employee in the
Denton, Texas, regional office. In 1982, she became a full-time employee
working in disaster assistance and continuity of government programs. In 1988,
she came to FEMA headquarters and served in a number of senior management
positions. She directed the implementation of several national security
programs, directed training initiatives for FEMA's training center, served as
the director of regional operations where she had oversight of FEMA's 10
regional offices, and served as the executive officer for FEMA's response and
recovery directorate, which is responsible for management of the nation's
disasters.
Before joining FEMA, Ms. DiGregorio was executive director of the McKinley
Area Council of Governments, in Gallup, NM. A native of New Mexico, Ms.
DiGregorio earned a bachelor of arts degree from Colorado College and a
master's degree in public administration from the University of North Texas.
She is a graduate of the Federal Executive Institute and holds a training
specialist certificate from Georgetown University.
2:00 - 2:45 PM PRESENTATION - USA SMALLPOX VACCINATION CAMPAIGN
The focus of this presentation is on the impending smallpox vaccination campaign for the US, which will be a very challenging and historic time.
Daniel R. Lucey, MD, MPH

Daniel R. Lucey, MD, MPH graduated from Dartmouth College and Dartmouth
Medical School. He trained in Internal (Adult) Medicine from 1982-1985 at
UCSF and San Francisco General Hospitals. He completed his training in
Infectious Diseases at Harvard's Brigham and Womens and Beth Israel
Hospitals and earned a Masters in Public Health (MPH) at the Harvard School
of Public Health in 1988. Over the next decade he served as an Infectious
Disease physician in the U.S. military and in the Public Health Service (NIH and FDA). Since 1998 he has worked at the
Washington Hospital Center,
the largest hospital in DC, initially as the Director of Infectious Disease
Service and now as the Director of the Center for Biologic Counterterrorism
and Emerging Diseases. During the 2001 anthrax attack in DC he was closely
involved with the regional response. He has organized public educational
forums on bioterrorism every month since January 2002 for the
DC-Maryland-Virginia area. From the Washington Hospital Center-Medstar
Health system he is involved with regional planning for smallpox
vaccination via the DC Department of Health, DC Hospital Association,
Medical Society of DC, Georgetown Medical School, DoD, and clinical
colleagues in Virginia and Maryland.
